Today I received the following very brief letter from the Public School Board (note: this came from the Board itself, not the school). The message contained just one sentence and a recipient tracking link to a PDF file):

Upon opening the PDF at the provided link (attached above), I discovered that unless my child is vaccinated according to the full list of specified vaccines, she may not be allowed to attend school. This infuriated me. This is not the first time they’ve tried this—using anonymous, automated messaging, disregarding the Canadian Constitution and the rights of all Canadians to education and medical privacy.
So, let’s remind everybody:
Vaccines are NOT mandatory in Canadians schools, even though some may want you to believe otherwise.
In 1996, Health Canada’s National Report on Immunization explicitly stated that mandatory vaccination was barred under Canadian law:
“Unlike some countries, immunization is not mandatory in Canada; it cannot be made mandatory because of the Canadian Constitution. Only three provinces have legislation or regulations under their health-protection acts to require proof of immunization for school entrance. Ontario and New Brunswick require proof for diphtheria, tetanus, polio, measles, mumps, and rubella immunization. In Manitoba, only measles vaccination is covered. [see note below] Exceptions are permitted for medical or religious grounds and reasons of conscience; legislation and regulations must not be interpreted to imply compulsory immunization.”

A parent must complete a Statement of Conscience or Religious Belief and have it witnessed by a commissioner for taking affidavits if they wish to obtain a non-medical exemption for their child from vaccine requirements under the Immunization of School Pupils Act.
