The chart shows Crude Mortality Rate, not Standardized Mortality Rate. It seems that the Standardized Rate would be have been better to use. If you click on the www.mortality.watch link in the article, you can create a Standardized Mortality Rate chart for comparison. However, the Standardized data for Belarus is not available.
So the chart we have shows Crude Mortality Rates for Belarus to 2021 to have increased at a rather substantial rate, and the area under that curve increase seems to be substantial as well.
Thus, it seems that the data in the chart (and in the article's discussion) does not support Lukashenko's comments that Belarus will reject the IMF and World Bank bribes.
