What makes this newsletter unique compared to many others on substack.com is the fact that the author of this newsletter is still employed with GC, meaning that he has to be very careful with what he writes to make sure that he does not violate his employer’s Code of Value and Ethics, in particular the clause quoted below:

5.2. Public Criticism of the CBSA and/or the Government of Canada:

  • We refrain from making public criticisms of the CBSA and/or the Government of Canada including posting critical comments on social media fora.

As one can imagine, it is exactly because of this clause, which is the condition of employment for most Government employees, that many of them prefer to remain silent in relationship to everything the Government is doing. This is also the reason why the subculture and information bubble within which Government employees operate is very different from that outside of the Government - People there are very nice and friendly, but they may not see the world the way other people do, getting most of their news either directly from government and legacy main stream media.

This is why, because of the data evidence that he has observed and his personal experience living in USSR, Dmitry knows that he must not remain silent in order to help his country and his employer to protect the fundamental rights of all Canadians for life and security. He uses his analytical skills and the democratic foundations of our country to bring more transparency and accountability to all levels of government, while guarding them from political and private industry interferences.

Where people are governed not by money but love. 
Who can show me the way how to get there 
To this happy land I've been dreaming of? 

I'm ready to start a new journey. 
And leave all the comfort and worries behind.

In search of the answers that are so hard to find?

In April 2023, I have finished the poem I’ve been working on for several months.

Why I+V+I=M ?

Originally, it stood for Intelligent Vision Interfaces Machines. which I invented and helped to develop when I worked at the National Research Council of Canada, using my training in AI, Computer Vision and Machine Learning. See nouse.ca to learn more. This is also why I have the www.IVIM.ca portal, which was created back in 2007 and which is now repurposed to support various community projects - to help people help each other.

Then, it stood for Independently Verified Information Machines, which I started developing with my colleagues in the fall of 2021 as part of our data science training in effort to make better use of the growing amount of various Open Data, including on the topics that were of highest interest to everyone. Now, it simply stands for the visual illusion IVI = M, which I can rephrase as following: “Sometimes what you see (or what you are told) is different from what it actually is”. In other words: Think for yourself, Distinguish News gathering from Propaganda, remain true to your values and who you are.

Since March 2023, this newsletter is renamed to “Who (can tell me the truth)?” inline with the poem and the song that I have composed from “everything that is burning inside”.
